(1) The sewer to West Davidson HS was PAID FOR AND INSTALLED and continues to be paid for by the County - it was and never will be “free” as Walser, Beck, and the ass. city manager claim often and publicly!

Lexington has a terrible and continuing policy of Forcibly Annexing neighborhoods – an unconstitutional, undemocratic practice of extending its borders to encompass nearby neighborhoods without allowing the people to vote, giving the annexed neighborhoods nothing in return, and doubling and tripling their taxes. High taxes, ever-increasing “service” rates, gang activity, drugs, litter and crime (and that is just at City Hall) make Lexington a most miserable place to live. The Lexington officials claim they need to annex to control growth and to gain tax revenue, yet they are unable to keep their own City clean, attractive or functioning properly. Half of the youth in High School never graduate, and fewer people own their own homes. Yet all the local misleaders can devise for the town’s future is to raise taxes. Our “Representative” in Raleigh- Hugh Holliman-is the one and only Davidson County Representative standing in the way of introducing a local bill (or “act”) that would allow those facing forced annexation to vote on the issue. He has stated that he believes that we should be “allowed to vote”, so why does he not act to allow us to vote? He has not helped us with the annexation problem at all. There is another Candidate this next election who is against forced annexations and imminent domain abuses. (3) Recycling boxes if requested. (The County has recycling centers). (4) Lower housing value. The City claims otherwise, but housing values drop with just the threat of annexations. In 2005, the leaders of our community addressed the possibility that the Village of Pinehurst would want to annex us. Several of the leaders stated publicly, “We don’t want to make them mad at us” or “If we challenge them, they might retaliate.”
Then, we met independently with two well-respected attorneys about forced annexation. Both of them advised us that the Village EXPECTED us to challenge them.
This is a legal battle. The municipalities are utilizing a statute provided by law. Those that challenge the municipalities also are exercising a statutory right.
In our community, we started a petition, asking the Village not to pursue annexing us. More than 850 of our property owners signed it!! We presented to the Village in a very civil meeting. They ignored us.
We asked to meet with them to discuss the annexation. They ignored us.
Dozens of our property owners made thoughtful, emotional, well-reasoned presentations in public forums, begging them not to annex us. They ignored us. As a consequence, we filed our lawsuit against them last Thursday.
I can’t address Lexington’s motives for annexing you guys. I can tell you that Pinehurst is doing it for the money. When the motive is money, you cannot stop them by being polite and respectful. You have to stand up to them.

We would like to express our opinions about forced annexation re: Thomasville.
When we purchased our house in the Fair Grove community, we specifically wanted to be outside the city of Thomasville and were for many years. During this time, we were happy to be in the county and neither desired or needed any so-called services the city had to offer. However, we were forced into annexation and were informed if we did not sign the consent form for the city’s right of way for sewer lines, we would be taken to court and our property would be condemned. When the city crossed our property for the lines, we lost many trees due to their clearing a 40 foot by 150 foot right of way for the city’s main 12″ sewer line. To date, it appears we will lose more due to their dynamiting and our drainage problem which they created. We were told before signing, the sewer lines would be installed to our satisfaction. This was another problem and subsequentially, a nightmare for us.
After dynamiting, dirt and large rocks were upheaved. After the lines were installed, the area was never restored to the correct slope and rocks were left everywhere. We now have a swamp and mosquito trap that we are unable to mow, thus making a portion of our property unuseable.
On numerous occasions, we contacted Kelly Craver at City Hall explaining our problems. We also met with Roger Bryant, who was city manager at that time, and we still have our problem. This has been several years, and our property was not “restored to our satisfaction”.
In addition, many of the roads are now very uneven and bumpy because of the construction (destruction).
Many homes were sold due to our community being unhappy about the forced annexation and the property taxes more than doubling.
We have found no advantages to being annexed, but have experienced many dislikes for this entire situation.
We feel our community should have been given an opportunity to vote on the issue and let the people decide if they wanted to be taken into the city. Let’s get this law changed and let the majority speak instead of the few who make the decisions that affect so many people’s lives.

My wife and I have a personal negative experience with an area that was annexed. We moved to Lexington in 1975 into the Northside area on Sidney Street. One of the selling points by the realtor was the area had been taken into the city and had city services with the exception of sewer, which was in the planning stages. We moved from that area to Sapona in 1987, twelve years later, and the sewer lines had just been run in front of our house. We paid the tap fee but never tied in before we sold the property. I do not believe the buyers ever tied in, as our septic tank worked fine and the city sewer cost was high, as you well know.
We also had a negative situation with police protection on Sidney Street. One Christmas, we watched a neighbors house as two people broke into the house. We later learned that another neighbor saw the robbery taking place and called the police. The response by the police was slow, approximately 30 minutes, allowing the robbers to get away with their deed. Fortunately, they were later caught. I have an alarm system at my current location. It has been activated 3 times in 20 years with faster response from county law enforcement.
My many concerns with annexation include the sewer issue. My septic system works find, having been pumped only 3 times in 20 years, and each time the septic service noted that the system did not really need pumping. I do not believe that the city can get sewer installed in the area for the cost projected or in the time frame indicated. Even if installed ,the cost to tie in is excessive and the benefits non-existent. Hopes this helps some.

History can show what happens when good people stay on the sidelines when abuses happen. Certainly there are vast differences in scale, but the concepts are similar: appeasement does not work. There are many historical examples of this, and hundreds of involuntary annexation examples in North Carolina.
To echo Lydia’s comments, historically, appeasement has not worked.
For several recent examples, look at Poland. The Warsaw ghetto is a perfect example of what happens when good people try to appease tyrants. Those living there tried to appease the Germans, even to the point of helping the Germans getting those residents selected for the death camps to the trains. In the end, those “helpers” did not appease the Germans. They simply made their job of extermination of the Warsaw Jews easier. All these “helpers” did was to put off, for a short time, their own departure.
Look at the bombing halts during the Vietnam War to “send a signal” to the North Vietnamese that we really did not want to fight and destroy them, but that we wanted to talk with them. The Vietnamese used that time to replenish their defenses, their supplies, and to send more divisions to fight in the South. End result, more deaths, including more American deaths.
Believe me, being “nice” will only make the Lexington leaders’ job of annexing you easier. The only thing that will stop them is a united front: total opposition. And even that is no sure formula for success. In all the involuntary annexations that have taken place in this state, most have been successful. The only ones that have been unsuccessful have come about because of strong opposition.
If your folks want to “sit on their hands.” the only thing they will get for their lack of effort is a tingly feeling in their fingers and a thinner wallet.

I live in Clayton, NC. Not only is the town talking of land grabbing my rural area and NOT providing services or allowing me to vote, they also want to SEIZE part of my property for a sewer line to be put in; this will enable a new subdivision to receive sewage services. SO, in a nutshell: I lose my land and get potential property devaluation AND get taxed for it and I don’t get any services!

The annexation issue does NOT need to be studied any further. Each “study” only narrows the definitions of “annexable” land and makes more unfair, focused and narrow annexations because the League of Municipalities is controlling the definitions of what should be annexed. What has to happen is change. VOTING. Studies only consider physical qualities of land, monetary return on investment, and projected growth, all of which work to HURT the people annexed. There will be no humanity considered in futher “studies”, no Constitutionality, no decent, common sense. We have to demand complete change. Now.

Their freedom of choice to live where they desire has been violated by the political society in every township that has enforced annexation without considering whether the citizens want to be annexed or not. The cities involved have illustrated how greed, money and power has clouded their minds with unrealistic facts and put more financial burdens on many residents who did not want or need to be annexed. Cities cannot give services that equate to the extra tax burdens.
If the State of North Carolina really cares about our residents and respects their constitutional rights, the forced annexation law should be repealed. Every city that has annexed should adopt the motto, “Our city needs to grow so that we will have more money to blow.”

China Grove’s town board did not want the information about the annexation proposal all around the town because they did not want any problem from citizens (those who pay the bills) who would protest more annexation.
We “told you so” when they did the last annexation. They put themselves in the position to go two miles in all directions from the last property they took over against the wishes of the property owners and townspeople.
This is a town that cannot provide water and basic services to the original town. What is awful is the fact that our state allows them to involuntarily annex us, no matter what the current citizens of the town or those in the proposed annexation areas want to happen.
Just pay the taxes and let them do whatever they want? They hope to keep us from knowing their plans. The townspeople better protest, starting now.

I am writing to tell you that I am against forced annexation – specifically the proposed forced annexations surrounding the current Lexington city limits. I believe in a democratic society that allows people to vote on whether it is in their best interest to be annexed. Otherwise, it is taxation without representation. The fact that 46 of our 50 great states do not allow involuntary annexations illustrates that the principle is wrong. The only other states that allow this atrocity are Idaho, Kansas, and Tennessee.
You do not represent the people that may be annexed. However, as a city of Lexington resident, taxpayer and voter (who lives in an area that was annexed several years ago), you do represent me. I, in turn, am representing my retired parents who live in Sapona, my 80-year-old grandmother who lives in Sapona East, and my retired and disabled uncle and aunt who live in Rolling Park. They do not want to be annexed and I, as a city of Lexington taxpayer, do not want to pay for the amenities that they do not want.
As a taxpayer and voter, thank you for listening.

As an affected citizen of Davidson County, I am again writing to protest the actions of this council in regards to the annexation of property I own. Unless there is some hidden positive aspect to this action, I see it as merely a way of bolstering Lexington’s bottom line. What about this forced action am I and my neighbors are we supposed to like or appreciate? We live here for a reason, and mainly the reason centers around not being within the city limits. I have written several letters to our State Senators and House members expressing my concerns and asking for consideration for a bill to prevent this exact same rush to seize our land and add taxes for which we gain nothing but hollow promises. There are many affected county citizens that feel the same way I do, and our goal is to see to it this practice is made illegal.

I live in an area that is proposed for forced annexation by the City of Lexington. This move will place a horrific hardship on most residents in the proposed areas. The average age in my little 45 house area is 64. That tells me that there are lots of folks on social security. Most of them are probablty already paying out as much as they can handle. I think it your duty as elected officials to try to stop this type of annexation. Most people chose to live where they live for a reason. Ours is because we did not want to live in the city limits of Lexington. Hopefully someone will work up some legislation or whatever it takes to stop this robbing of our citizens. Thank you for your email. I understand the situation you are facing. I served 18 years in municipal service in Kernersville with the last seven being mayor. Cities have been given a blank check to do about anything they want to do. It is going to take a REVOLUTION similar to the Boston Tea Party to get the attention of elected officials. What I always tell people is to unite and fight as a group. Join StopNCAnnexation.com-a group that tries to get the whole state on the same page. This is happening everywhere.

Editor: It is time the citizens of Lexington knew the truth about forced annexation.
Forced annexation does not help a town. Every time a town annexes more land beyond its borders to appease a developer despite the overwhelming objections of the neighbors, the downtown businesses lose. Who will drive into town when they have a business closer?
Forced annexation “profit” is a myth. The City of Lexington plans to borrow the $5-6 million it will cost to annex, and the possible “return on investment” is 14 years. It is stunning that the citizens of Lexington would allow their tax dollars to be wasted on annexing areas that do not want to be a part of the town while simultaneously going deeper into debt! Does anyone in Lexington truly believe that their lives will be better in 14 years because of this undemocratic, unChristian and unAmerican form of Machiavellian power abuse?
The truth is that the only people who will profit from forcibly annexing communities are the developers, real estate companies and the politicians themselves. Sewer service makes land perks unnecessary, and by falsely inflating its population numbers Lexington will be able to receive more federal tax aid. A town must, however, maintain a certain level of “poverty population” to receive much of the coveted federal tax aid.
The combination of high population and constant inner-city poverty demographic has become a profitable situation, and forced annexation has become a tool for maintaining an impoverished inner city rather than one to remedy poverty. Think of what the $6 million that Lexington plans to spend on Sapona could do to help its citizens!
The city mismanagers say they do not “plan” to annex other neighborhoods. The truth is that Lexington plans to annex all desirable neighborhoods without votes, without consideration of the people affected and without, it seems, a conscience.
Some other mistruths quoted in the paper are:
• Annexation will not cost “these people” (meaning the annexed) very much money. Perhaps $10-15,000 and an extra $2-4,000 per year in taxes is not much when one makes a high tax-funded salary like the city manager and assistants, but it is a lot to most of us, especially when we will get absolutely nothing in return.
• Annexation is good for “those people” annexed. Only an idiot would want to pay thousands of dollars for nothing, and if annexation were such a good thing, then why does every community in N.C. fight bitterly to oppose it? If the Lexington City Council truly believes in what they say - that annexation is good for us - then why will they not allow us to vote on the issue?
• The town “has” to do it. The other 48 states seem to get along fine without stealing their neighbors’ money by forced annexations, so this is either a lie or a blatant admission of the incompetence of the local officials and town planners. In either case, a housecleaning is needed.

Municipalities legally can acquire unincorporated areas next to their borders without the consent of the residents living in those areas. This process, called forced annexation, was supposed to promote sound urban development in areas that need municipal services. Instead, it has created a system in which cities ignore the areas most in need of annexation. Even worse, forced annexation is undemocratic and has contributed to the exclusion of minorities from municipalities. NEWS FLASH! The Rual Fire Departments DO NOT have to contract with the City to provide fire protection services. The town of Lexington is depending on contracting with the exixting fire departments for the allowed five years at least. Convince our Volunteer fire departments NOT to contract with the City - this helps them save money and facilitates annexations….

Time to start thinking about the 2008 elections. I hope everyone by now realizes the undeniable truth – Republicans and Libertarians are the only political parties opposing higher taxes, imminent Domain abuses and Forced Annexation. The Democratic Party is not the party of our fathers. They no longer believe in a “chicken in every pot,” but instead think that politicians should have the right to take the chicken away from those who have earned their chicken and divide it up so that everyone has to live on whatever is left. Democrats have consistently and solidly supported, assisted and perpetuated Forced Annexation in North Carolina. If anyone doubts this fact, look it up on the state website (ncleg.net) and check the voting. I have asked Hugh Holliman for a local bill that would allow annexation voting for a year and have been refused. Obviously, to vote on the subject of where we live and who may impose taxes upon us is too Democratic for the Democrats. The liberal agenda higher taxation through forced annexation and any other means is a favorite of Democrats, and yet many people who complain about taxes and forced annexation in Davidson County often vote Democrat despite their claims of loving the individual liberties that this Nation was founded upon. Why?
The facts are that the current Democratic leadership has ignored the overwhelming majority of the citizens in North Carolina in favor of pleasing the League of Municipalities, a taxpayer-subsidized lobbying group that only represents the Municipalities and has a transparent Marxist agenda of Liberal income redistribution through the oppressive forced taxation of the working class. Lexington wastes over $12, 580 of taxpayer money in dues to the league every year, and the current “Represenative” has represented only the Cities while ignoring the people’s voice. Elected officials are supposed to represent people, not towns or lobbying groups.
Party loyalty is one thing, but to vote for the very people who steal our land and money and purposefully deny citizens their right to vote is intellectual stupefaction. Voting Democrat defies logic if North Carolinians value their money, personal freedom, and Constitutional inheritance.
The principal of our nation is voting, and if you value partial-birth abortion, illegal immigration and gay rights more than you value the right to vote concerning your personal property rights and taxation, then continue to vote Democrat. This election there will be a choice and a chance to change things.
Every voter in this Nation should consider themselves independent and vote that way. Today the Democratic Party in North Carolina is utilizing force, suppressing the right to vote, facilitating illegal immigration and continuing their ever-increasing assault on the very people who make this state viable – the working, tax paying citizens. I wonder when we will finally say enough is enough.

I live in an area know as Geist, a community that is unincorporated next to the town of Fishers Indiana, you could change the words Lexington to Fishers and I would think it was the same place. The Town of Fishers is trying to force annex us so they can make a profit of 3.2 million dollars a year in tax revenue and not provide any increase in services. We are fighting forced annexation at every level we can and hope you do the same. One of the main things we are doing is working to get the law changed statewide, not an easy task, with the towns and cities fighting us all the way. Good luck in your fight.

I have come to HATE the city government of Lexington, and I am very serious, they have used force to take our property. Only force will stop annexation.
The pen is mightier than the sword and the local papers and the city should be flooded with letters against the actions of the city.
If the city had to open letters of complaints all day from their victims
it may not stop them but it would let them know we are not going without a lot of noise. We need to make them hate us and perhaps they will be glad to get rid of us.

Hello everyone,
I have read about the attrocious attempt to force annex and drive elderly people on a fixed income out of their homes. There is a special place in Hell for people like that. I live in Florida and after reading the accounts of the situation there, I would NEVER even consider living in your city. If I had to deal with sleazy politicians like that, I would mount protests infront of thier homes. At the very least, you can call the mayor and city council and VERBALLY RIP THEIR HEAD OFF!!! I have even taken the liberty of logging on to the city websites and got the names and phone numbers of those sleazy individuals, CALL THEM AND TELL THEM THEY ARE HEARTLESS FOR RUNNING OLD PEOPLE OUT OF THEIR HOMES:

In longer hate Lexington i have evolved to the nest level called rage.
